Your Excellency,

A PASSIONATE PETITION ON THE ESCALATING INSECURITY IN OWO KINGDOM AND A CLARION CALL FOR URGENT EXECUTIVE INTERVENTION

We write to Your Excellency under the aegis of Owo Youth General Assembly, the umbrella body of all youth associations and community development structures within Owo Kingdom. This correspondence becomes imperative in view of the incessant, unchecked and now crescendo-level wave of violent crimes particularly killings, kidnappings and organized terror perpetrated by criminal elements masquerading as Fulani herdsmen across the breadth and depth of Owo Local Government Area.

Your Excellency, our people are beleaguered, our forests have become the corridors of cruelty and the safety of lives and properties which is an indispensable constitutional obligation of government has been gravely undermined. As it stands, the average citizen of Owo no longer sleeps with both eyes closed. The psychological trauma, economic regression and societal dislocation that this security lapse has occasioned are both profound and far-reaching.

It is even more disheartening that the conventional security formations including the Nigeria Police Force and other statutory sister agencies have become structurally incapacitated, bereft of the requisite technological instruments to monitor, intercept and apprehend these emboldened marauders. The once-vibrant Amotekun Corps have equally lost momentum; their patrol vehicles grounded for lack of fuel, their morale dampened by a dwindling sense of state backing.

May we remind Your Excellency that securing the lives of the governed is not merely a moral imperative but a constitutional mandate anchored under Section 14(2)(b) of the 1999 Constitution (as amended), which declares that “the security and welfare of the people shall be the primary purpose of government.”

In light of the foregoing, and with utmost sense of urgency and patriotism, we hereby submit the following non-negotiable demands on behalf of the good people of Owo Kingdom:

OUR DEMANDS

1. Immediate Declaration of a State of Emergency on Fulani-Related Attacks in Owo:
Let this constitutional instrument be invoked to deploy coordinated, multidimensional security responses to salvage the lives of our people.

2. Expansion of the Security Architecture in Owo:
We demand a visible and sustained increase in personnel, intelligence capacity and tactical response teams across identified flashpoints within the kingdom.

3. Provision of Surveillance Drones and Security Technology:
The State Government must procure and deploy aerial surveillance drones and modern crime-mapping devices for real-time monitoring, reconnaissance and tactical deployment.

4. Prosecution Without Prejudice:
We request the immediate arrest and diligent prosecution of identified perpetrators. We further urge Your Excellency to caution the judiciary against the indiscriminate grant of bail to these elements under the guise of insufficient evidence when intelligence and preliminary investigations have established culpability.

5. Creation of Military and Tactical Intelligence Bases:
We demand the establishment of military and rapid response outposts at strategic corridors, particularly forest-bordering communities and known danger zones to forestall further incursions.

6. Immediate Suspension and Reorganization of the Sabo Market (Beside Western Plus Hotel):
Intelligence reports have identified this area as a rendezvous for unscrupulous elements. We demand its immediate closure, sanitization and security vetting of occupants before any form of re-opening.

7. Enactment of Capital Punishment Laws for Confirmed Criminal Elements:
Let the House of Assembly, with executive backing legislate a framework that prescribes the death penalty or life imprisonment for individuals convicted of kidnapping, terrorism and violent attacks in the state.

Your Excellency, the tolerance threshold of our people has been overstretched. If proactive and tangible action is not immediately deployed, there is a real risk AND citizens embracing self-defense mechanisms which if unregulated could spiral into ethnic hostility and regrettable anarchy.

This is a time for governance anchored on boldness, foresight and political will. We implore Your Excellency to rise to the occasion and etch your legacy in gold as the leader who stood in defense of his people when they needed it most.

We remain loyal to constituted authority and committed to the peace and progress of Ondo State.
