Nigerian Marketers IPMAN Says Oil Lifting From Dangote Refinery Yet To Commence, Confirms NNPCL As Sole Distributor

The Independent Petroleum Marketers Association of Nigeria (IPMAN) has clarified that it is still in discussions with the Dangote Refinery regarding the commencement of oil lifting operations.

In response to speculations that the Dangote Refinery was preventing IPMAN members from purchasing oil directly, the association firmly denied the claims.
Earlier reports had suggested that the Nigerian National Petroleum Company Limited (NNPCL) would soon terminate its exclusive offtake agreement with the refinery, potentially opening the door for other marketers to engage in direct purchases.
In an interview with BBC Hausa, IPMAN Chairman Abubakar Maigandi confirmed that NNPCL remains the sole offtaker of oil products from Dangote Refinery, with IPMAN members operating in a retail capacity.
Maigandi stressed that negotiations between IPMAN and the refinery’s leadership are ongoing and expressed confidence in reaching a favourable agreement for all parties involved.
He stated, “As of now, there is no official confirmation that the NNPCL has stopped acting as a middleman in purchasing oil from the refinery. In fact, just today, NNPCL requested that we send our tankers to the refinery for oil lifting, and we complied. They also submitted our waybills to the refinery.”
Maigandi further explained, “Currently, we cannot buy oil directly from Dangote; we have to go through NNPCL.”
“IPMAN is in talks with the refinery to enable future lifting operations, however, the government has not yet removed NNPCL from its intermediary role in the oil offtake process,” he added.
