11 states bar schoolteachers from civil service progression
Teachers in 11 states of the federation are not allowed to be promoted to grade level 16 in their respective states’ civil service, investigation by Saturday PUNCH has revealed.
According to data obtained from the National Union of Teachers in Abuja, most of the affected teachers are in primary school.
The NUT has over the years faulted the failure of some state governors to promote primary school teachers to level 16 and above.
Recently, the Niger State NUT accused the state government of a lack of implementation of domestic servant allowance being enjoyed by secondary school teachers since 2018, stagnation of promotion of those on grade level 16, lack of implementation of annual increment and promotion since 2015, among others.
According to data by the NUT, Adamawa State has not promoted teachers to level 16 in the last 14 years; Bauchi and Benue were also listed as not having promoted teachers to level 16.
In Delta State, the NUT noted that only four teachers per local government area were selected to move beyond grade level 14; Gombe, Imo, Kaduna and Kano were also reported not to have promoted primary school teachers to GL 16.
Further analysis of the data revealed that Nasarawa, Niger and Sokoto states were also not promoting primary school teachers to GL 16.
In Taraba and Ogun states, the NUT noted that only degree holders in primary schools were promoted to GL 16 and above.
According to the NUT, primary school teachers in Ekiti State were promoted to grade level 15 without financial benefits.
“Many teachers have received promotion letters to GL 15, but they are still being paid with GL 14,” said the NUT.
The NUT said it would “continue to interface with state governors to ensure that the sealing on promotion of teachers is removed.”
